Serbia is preparing a draft law introducing the status of “parent caregiver,” aimed at supporting individuals who leave employment to care for children requiring constant assistance. The proposal defines eligibility criteria, including the level of a child’s disability and the extent of care needed, as well as formal procedures for obtaining the status.
Under the draft, eligible parents would receive a monthly financial compensation, alongside social and health insurance coverage.
Importantly, the time spent in caregiving would count toward pension service, addressing a long-standing issue for families forced to step away from the labour market due to care responsibilities.
The law also sets limits on the duration of these rights and outlines oversight mechanisms to ensure proper implementation. If adopted, the measure would mark a significant step in recognising and institutionalising the role of parent caregivers within Serbia’s social protection system.
