In a bold move aimed at transforming Montenegro’s economic landscape, the government has signed a pivotal agreement with the United Arab Emirates, setting the stage for a wave of high-profile infrastructure and tourism ventures.
The deal, formalised on March 24, 2025, focuses on integrated tourism development, with a particular emphasis on projects along Montenegro’s southern coast and northern ski resorts.
Prime Minister Milojko Spajić, announcing the agreement, noted that it establishes a legal framework for future economic cooperation, touching on vital sectors like telecommunications, aviation, investment, and infrastructure.
The UAE has pledged significant backing, with Emirati investors working alongside Montenegrin authorities to ensure the success of these ventures.
The agreement also foresees the creation of a Joint Commission to monitor the projects, ensuring both governments are actively engaged in their progression.
The agreement will automatically renew every five years unless either party decides to terminate it.
The initiative represents a major step in Montenegro’s ambition to harness its untapped tourism potential, with the UAE providing crucial financial and technical expertise.
