Montenegro is preparing to relaunch renewable energy auctions as part of broader efforts to accelerate investment in the country’s green energy transition. Energy and Mining Minister Admir Šahmanović said the government is upgrading the legal and regulatory framework to provide investors with a transparent and predictable system for developing renewable energy projects.

The announcement came during a meeting with senior representatives of the European Bank for Reconstruction and Development (EBRD), where discussions focused on amendments to the Renewable Energy Law and preparations for the next auction round.
The EBRD confirmed it will provide technical support, citing Albania’s successful auction model as an example of regional best practice.
Šahmanović said Montenegro already has a strong pipeline of solar and wind projects and that investor interest continues to grow. He added that a robust regulatory framework is essential for attracting high-quality investments, while both sides also reaffirmed their commitment to cooperating on Montenegro’s just transition and the economic transformation of Pljevlja.
