EIB Opens Office in Podgorica

A new chapter in EU–Montenegro cooperation brings the European Investment Bank closer to local institutions, businesses, and citizens.

The European Investment Bank (EIB) has officially opened its new representation office in Podgorica, marking a major milestone in Montenegro’s partnership with European institutions. The move reinforces the country’s progress toward EU integration and brings the EU’s financial arm closer to local institutions and businesses. The office, situated within the premises of the EU Delegation to Montenegro, will be headed by Davor Kunc, an experienced EIB professional.

At the inauguration ceremony, EIB Vice-President Robert de Groot joined Montenegro’s Minister of Finance Novica Vuković and EU Ambassador Johann Sattler, describing the event as “a new chapter in our partnership with Montenegro.” The local office, he said, will allow the EIB to respond more efficiently to national needs, accelerating project development and strengthening cooperation with state and municipal authorities, as well as the private sector.

Montenegro has already received more than one billion euros in EIB financing, supporting key projects in infrastructure, education, SMEs, and the green transition. With a dedicated team now based in Podgorica, the bank aims to ensure even more effective coordination on the ground. Minister Vuković emphasised that the EIB’s presence represents “a bridge between Montenegro and European development policies,” making financing tools and expertise more accessible to local institutions and companies.

The decision to establish a permanent office underscores the EU’s continued commitment to the Western Balkans and its belief in the region’s potential for sustainable growth and integration. For Montenegro, it brings new opportunities to attract EU-backed investments in energy, innovation, and infrastructure—key areas for the country’s future competitiveness. For the wider region, the move signals a broader European intent to deepen economic cooperation and support tangible progress on the path to EU membership.
