Von der Leyen’s visit comes at an important stage for Montenegro, which has opened all 33 negotiating chapters and provisionally closed 16. The European Commission has described Montenegro as the most advanced candidate in the EU accession process, while Brussels is working with Podgorica on preparations for the country’s eventual membership.
During her visit, von der Leyen is expected to meet President Jakov Milatović and Prime Minister Milojko Spajić, with discussions likely to focus on the remaining reforms, the next steps in the accession negotiations and Montenegro’s goal of completing the process by the end of 2026.
The Commission has already begun preparations for Montenegro’s Accession Treaty and adopted a financial package designed to support a smooth transition to EU membership.
The visit is also expected to include a call for political unity around the European agenda. Von der Leyen has repeatedly stressed that enlargement remains merit-based, while saying that the Western Balkans should become part of the European Union. Her visit to Podgorica is part of a wider tour of Albania, Kosovo, Montenegro and North Macedonia from 30 September to 2 October, focused on the countries’ EU paths and gradual integration with the bloc.
