Once a sleepy Adriatic escape, the Balkan nation has seen a staggering 124% rise in millionaires over the past decade, according to the Henley Private Wealth Migration Report 2025.

With 2,800 millionaires now calling Montenegro home, it’s become the fastest-growing millionaire hub in the world.

Fuelled by fiscal perks—flat income tax, no inheritance tax, and a now-defunct citizenship-by-investment scheme—Montenegro offers more than just financial ease. 

Its rugged mountains, pristine coastline, and relaxed Mediterranean lifestyle are luring a new wave of wealth from the UK, France, and Germany, where political volatility and tax reforms drive affluent individuals abroad.

While UAE tops net millionaire migration, Montenegro’s rise signals a broader shift: as old centres of capital power falter, new safe harbours are quietly gaining ground.
