First Digital Tolling Portals on A3 in Croatia

Croatia’s digital tolling revolution is officially underway as Hrvatske autoceste (HAC) starts installing the first seven Crolibertas electronic tolling portals this week, marking a key milestone in the country’s transition to a fully digital, barrier-free system.

Work began on 4 November along the A3 motorway between Popovača and Novska, where three portals will be positioned directly on the highway and four at current toll station entry points. The construction involves steel structures, electrical works, and new safety barriers, with most work scheduled during night hours to minimise disruption.

Named after the Latin word for “freedom,” Crolibertas will allow vehicles to pass without stopping, replacing traditional toll booths with automatic detection.

Using ALPR technology for cars and DSRC for heavy vehicles, the system will eventually cover all Croatian motorways operated by HAC, Bina Istra, and Autocesta Zagreb–Macelj.

The €79.9 million project, implemented by SkyToll and TollNet and funded through the National Recovery and Resilience Plan, includes 212 portals equipped with advanced IT and monitoring systems. Once installation is complete, extensive testing will precede full operation, ushering in a faster and more efficient era for Croatia’s motorway network.
