US and Kosovo* Sign MOU to Counter Foreign State Information Manipulation

U.S. Under Secretary for Public Diplomacy Liz Allen and Kosovan President Vjosa Osmani-Sadriu recently met in Pristina, Kosovo*, marking a pivotal moment in bilateral cooperation

Under Secretary for Public Diplomacy Liz Allen held a crucial meeting with Kosovan President Vjosa Osmani-Sadriu in Pristina, Kosovo*. The focus of their discussion centered on Kosovo’s* strategic journey towards European and Euro-Atlantic integration, underscoring the paramount importance of close coordination to achieve this pivotal goal. 

During the meeting, the Under Secretary highlighted the significant advantages of regional economic integration while stressing the fundamental European and transatlantic values, including minority rights and media freedom.

A significant outcome of the meeting was the signing of a memorandum of understanding (MOU) aimed at fortifying cooperation between the United States and Kosovo in countering foreign state information manipulation. 

This milestone solidifies Kosovo* as the fifteenth country across Europe, Africa, East Asia, and North America to endorse the U.S. Department of State’s initiative

The shared recognition between these nations is that foreign state information manipulation, encompassing disinformation and propaganda, poses a profound transnational security threat. Such manipulative tactics have the potential to sow divisions within and among countries, jeopardize election integrity, and erode public trust in government institutions.

Through this MOU, the United States and Kosovo* pledge to expand information sharing, bolster capabilities for critical counter-disinformation initiatives, and align governmental policies around the five key action areas delineated in the Framework. This enhanced bilateral collaboration marks a significant stride towards countering foreign state information manipulation, supporting the mutual interest of both nations in fostering a free, open, and fact-based global information ecosystem.
