Digital Divide in Serbia

With 190,000 entrepreneurs and 25,000 companies lacking even a basic website, Serbia’s digital economy is only halfway built

Serbia’s economy is stuck in the digital slow lane. Despite the rhetoric of transformation, a staggering 45% of the country’s businesses remain without a website, exposing a stark gap between digital promise and reality.

The new Digital Development Index of Serbia, the first of its kind, reveals an average digital maturity score of just 46.97 out of 100.

Developed by RNIDS and agency Plum Mark, the index uses objective metrics—website ownership, email domain use, online communication tools—to assess companies across sectors.

Worryingly, 64% of firms don’t promote products online, and only 24% have live chat on their sites.

While 80% use Facebook, just 31% leverage LinkedIn—arguably the most vital platform for B2B outreach.

Encouragingly, firms engaged in export, manufacturing, or in business longer than three years fare better.
