Kosovo* and France Sign Five Agreements

During the visit of French Minister for Europe Benjamin Haddad to Pristina, five agreements were signed covering judicial cooperation, infrastructure investment, language education and long-term institutional partnership

Kosovo* Prime Minister Albin Kurti welcomed Haddad, describing the visit as a continuation of the discussions he held with French President Emmanuel Macron at the Élysée Palace in March. According to Kurti, those talks have now translated into concrete cooperation through a series of new bilateral agreements.

Among the most significant are agreements on extradition and mutual legal assistance in criminal matters, aimed at enhancing cooperation between the two countries’ judicial authorities in combating cross-border crime and strengthening the rule of law.

France also announced a €60 million credit line to support infrastructure projects in Kosovo*. Part of the financing will contribute to preparations for the 2030 Mediterranean Games in Pristina, with both governments emphasizing the importance of creating a lasting economic and sporting legacy through the event.

Another agreement establishes the France–Kosovo* Committee, a new bilateral mechanism intended to deepen political dialogue and expand cooperation across multiple sectors. In addition, an administrative agreement on the teaching of the French language seeks to broaden educational opportunities and strengthen Kosovo*’s links with the wider Francophone community.

During their meeting, Kurti and Haddad also discussed Kosovo*’s European integration, regional security and the broader strategic partnership between Pristina and Paris. Kurti reiterated Kosovo*’s aspiration to join the European Union, NATO and other international organizations, expressing hope that France will continue to support those ambitions.

France has traditionally been one of Kosovo*’s key European partners, having recognized its independence in 2008 and consistently backed its European perspective. The latest agreements reflect Paris’ continued engagement in the Western Balkans at a time when the European Union is placing renewed emphasis on regional stability, judicial reform and infrastructure development.
