The initiative is part of the city’s efforts to make housing more accessible at a time when property prices in Dubrovnik remain among the highest in Croatia. The programme is aimed at helping younger residents remain in the city and build their lives there rather than being pushed out of the local housing market.
Eligible applicants will be able to receive financial support for the purchase or construction of a residential property, with the maximum amount reaching €45,000 depending on the type of application and the conditions of the programme.
The scheme is particularly significant for Dubrovnik, where strong tourism demand and limited housing availability have contributed to high property prices and made it increasingly difficult for younger residents to enter the market. The city says the measure is intended not only as financial assistance but also as part of a broader demographic policy aimed at retaining young residents, supporting families and strengthening the long-term sustainability of the local community.
