The initiative is designed to encourage young people to remain in or move to less densely populated areas while supporting the long-term development of local communities.
The programme will provide financial assistance for housing-related costs, helping eligible families purchase, renovate or improve residential properties. By reducing some of the financial barriers associated with buying or adapting a home, the scheme seeks to make rural areas more attractive to younger households. The measure is part of broader efforts to address demographic challenges and strengthen the social and economic sustainability of rural communities.
Support for young families is also intended to contribute to the retention of the working-age population and maintain access to essential services in smaller settlements.
Croatian authorities have increasingly focused on housing and demographic measures as population decline and the affordability of housing remain challenges in parts of the country. The new programme adds another layer to these efforts, linking housing support with the goal of revitalising rural areas and creating conditions for young families to build their lives outside major urban centres.
