Croatia has adopted new building laws designed to significantly speed up construction permit procedures while promoting zero-emission and energy-efficient buildings. The reforms are part of a broader effort to modernise the construction sector, reduce administrative burdens, and align national regulations with European Union climate and sustainability objectives.
Under the new framework, permit approval processes will be simplified and partially digitalised, allowing investors and developers to obtain documentation faster and with fewer bureaucratic obstacles.
At the same time, stricter standards are being introduced for energy performance, with a strong emphasis on low-emission and environmentally sustainable buildings.
The legislation also supports the wider use of renewable energy sources and modern construction technologies, aiming to reduce the carbon footprint of new developments across the country. Croatian authorities say the changes should encourage investment, improve housing availability, and position the country more firmly within the EU’s green transition agenda.
