EU Invests €175 Million in Montenegro Rail Upgrade

Strategic Bar–Golubovci project boosts connectivity, green transport and EU integration

The has approved a €175.6 million package to modernise the 39-kilometre Bar–Golubovci railway line in , a key section of Rail Route 4 on the extended TEN-T Core Network. The upgrade strengthens the vital corridor linking Belgrade with the , improving Montenegro’s connection with Central Europe.

Financing includes a €63 million loan from the and a €112.6 million EU grant under the Western Balkans Investment Framework.

The total project value is €230.8 million, supported by an additional €50 million loan from the and €5.2 million from the Montenegrin government.

The modernisation will increase train speeds and significantly improve safety, reliability and capacity. Once completed, the line is expected to serve 1.3 million passengers and transport 1.85 million tonnes of freight annually, while supporting Montenegro’s green transition by shifting traffic from road to rail. European and Montenegrin officials describe the project as one of the most important rail investments in decades—and a clear signal that Montenegro’s European transport ambitions are finally moving from plans to track.
