The measure follows efforts by the authorities and relevant institutions to settle issues that have kept the famous resort complex closed for years. The tax lock had prevented normal financial operations connected with the resort.
Sveti Stefan, one of Montenegro’s most recognisable luxury tourism destinations, has remained at the centre of a prolonged dispute involving the state, the resort operator and local stakeholders. Its closure has been a significant issue for Montenegro’s tourism sector, given the resort’s international reputation and importance to the country’s high-end tourism offering.
The removal of the tax seal represents a step towards unblocking the situation, although it does not by itself mean that the resort is reopening to guests. Further steps will be required to resolve the remaining legal, financial and operational issues surrounding Sveti Stefan.
The development could nevertheless be important for Montenegro’s tourism ambitions, as the country seeks to strengthen its position as a premium destination and attract greater investment into high-value hospitality projects along the Adriatic coast.
