Montenegro Plans €1.3B Housing Push

New credit scheme targets affordability and repurposing of public heritage buildings

Montenegro has unveiled plans for a €1.3 billion housing investment programme, aimed at expanding access to affordable homes and repurposing underutilised public properties. The scheme, which is still pending final agreement with the European Investment Bank (EIB), is expected to be the largest public housing initiative in the country’s modern history.

According to government statements, the programme will combine direct housing construction, credit guarantees, and the adaptive reuse of state-owned heritage buildings, particularly in urban centres and coastal towns where housing pressure is high.

The Ministry of Urban Planning has signalled that this investment will also support the construction sector and boost employment.

For a country facing rapid tourism-driven urbanisation and internal migration, the announcement marks a strategic pivot toward long-term livability and social equity. If fully financed, the scheme could become a flagship model of sustainable housing policy in the Adria region.
