Montenegro Rejoins Europe’s Gambling Regulators at Athens Summit

Papić’s high-level talks mark a new chapter for Montenegro in European gambling oversight

Spasoje Papić, acting director of Montenegro’s Administration for Games of Chance, took centre stage at the annual conference of the Gambling Regulators European Forum (GREF), held in Athens from May 26–28.

The summit, attended by top regulatory officials across Europe, focused on cross-border collaboration in tackling challenges from online gambling to money laundering.

Opening remarks came from GREF Chair Izabel Falk-Pierrotin, Greece’s gambling commission head Dimitris Ntzanatos, and Finance Minister Kyriakos Pierrakakis.

Discussions spotlighted youth protection, responsible gambling, and the digital future of the industry.

Papić held key bilateral talks with GREF leadership and European counterparts, including Bulgaria’s gambling oversight chief Aleksandar Popov.

Their dialogue underscored Montenegro’s renewed commitment to EU-aligned standards—highlighted by its re-entry into GREF this April.

The conference signaled more than just attendance—it marked Montenegro’s strategic return to the European gambling regulatory fold.
