Albania Sets Sights on Major Port Development in Durres, Eyeing 2024 for Tender Launch

Albania is gearing up for a significant expansion of its maritime infrastructure with the announcement of an upcoming tender for a new cargo port in Durres. 

Scheduled for the first quarter of 2024, this development marks a pivotal step in enhancing the country’s logistic capabilities.

In a recent update, the Durres Port Authority (DPA) confirmed the issuance of a building permit for the project’s initial phase. This follows the successful completion of the detailed design by a consortium led by Dutch engineering firm Royal HaskoningDHV and Albanian consultancy Abkons.

Positioned in Durres’ northwestern Porto Romano area, the new facility is part of a larger vision to transform the city’s maritime landscape. Concurrently, the southern part of the existing port is set to be redeveloped into a €2 billion residential and marine complex, spearheaded by Emaar, a prominent developer from the United Arab Emirates.

Further adding to the strategic importance of this initiative, DPA revealed ongoing discussions with NATO regarding the establishment of a naval base in Porto Romano. This project, potentially jointly financed by Albania and NATO, underscores the region’s growing geopolitical significance.

The new port’s influence extends beyond Albania’s borders. It will be connected via railway to a dry port in Kosovo’s capital, Pristina, and another in Struga, North Macedonia. These dry ports, crucial for inland cargo handling and processing, highlight Albania’s commitment to strengthening regional trade and logistics networks.

Reflecting its priority, the Albanian government has allocated 43 billion leks (approximately €412 million) in its 2024 budget for this project. An additional 26 billion leks are earmarked for 2025 and 2026, indicating the project’s expected completion timeline.
