The change is intended to improve security, reduce the risk of forgery and ensure that all Croatian driving licences meet common European technical standards. The new card-format licences are more durable, easier to carry and contain enhanced security features designed to prevent counterfeiting.
Drivers who still possess the older paper licences will be required to exchange them for the new version before the official deadline. After that date, paper licences will no longer be considered valid for driving. Standardised driving licences also simplify recognition across member states, making it easier for citizens to travel, work and drive throughout the European Union.
