The amendments to the Road Traffic Rules Act were adopted on 20 October by 49 votes to three. The changes align Slovenian traffic legislation with recent rules permitting the use of Tesla’s Full Self-Driving (Supervised) system, which can steer, accelerate and brake while requiring continuous driver supervision. Previously, traffic rules prohibited drivers from releasing the steering wheel, creating a legal inconsistency.
The new provisions apply to vehicles equipped with approved automated-driving systems classified at levels 1 to 3 under the international SAE J3016 standard.
Drivers may use the hands-off function only when road, weather, visibility and traffic conditions, as well as the vehicle’s condition and load, make it safe to do so. They must continue monitoring the system and be prepared to intervene immediately.
The legislation also grants police the right to request vehicle data showing whether an automated-driving system was active and how it operated. Drivers who fail to provide the requested data face a €300 fine. The new rules will take effect once they are published in Slovenia’s Official Gazette.
