Serbia Opens Digital Platform for Reporting Illegal Buildings

Simplified two-month procedure launched under new property registration law

Serbia has opened a new digital platform for citizens to report illegal buildings, marking the start of a simplified two-month legalization process under recently adopted legislation. Applications can be submitted online, at all municipalities, or at more than 580 Pošta Srbije branches.

The procedure requires only basic documentation — a valid ID or passport and any proof of ownership or property details — along with a signed statement confirming the accuracy of the data.

Even structures built on someone else’s land can be reported, though ownership issues must later be resolved in a separate process.

Municipalities and postal offices have trained staff to assist citizens who are not digitally skilled, and postal counters will deliver all documentation and updates directly to applicants. Legalization fees range from €100 to €1,000 depending on location, while vulnerable groups such as welfare recipients, people with disabilities, single parents, war veterans, and large families are exempt. Unauthorized structures in protected zones or public-use areas will be removed or transferred to state ownership.
