Montenegro Strengthens Oversight of Illegal Gambling

State Agencies Coordinate to Enforce New Gambling Law

The Ministry of Finance of Montenegro announced that, following the enforcement of the Gambling Law in August 2025, multiple state institutions have intensified coordinated efforts to combat illegal gambling. Recent inspections led to the seizure of 11 items—four terminals and seven machines—across four gambling venues, uncovering irregularities at three operators and triggering legal proceedings in cooperation with the Gambling Administration.

In these cases, the police and public prosecutor’s office are investigating potential criminal offenses, while the State Property Administration manages temporarily confiscated items.

The Ministry highlighted that the strengthened coordination aims to ensure lawful, transparent, and effective enforcement, protect the public interest, and prevent unauthorized gambling activities.

Additionally, the Gambling Inspection continues collaborating with the Police Administration to monitor the presence of minors in gambling venues, reinforcing the protection of children and youth. The Ministry confirmed that intensified inspections will continue, sending a clear message that all violations of the Gambling Law will be strictly sanctioned.
