Albania Awards 283.9 MW in Solar Power Auction, Lowest Bid at EUR 39.7 per MWh

The Ministry of Infrastructure and Energy in Albania has awarded 283.9 MW in photovoltaic projects after an auction for CfD market premiums

The auction saw bids exceeding the available quota of 300 MW, with the lowest offer coming in at EUR 39.7 per MWh, significantly below the starting level of EUR 59.97 per MWh.

Eight consortiums secured 15-year power purchase agreements (PPAs) for their solar power projects. Unlike the previous successful competitive bidding processes for Karavasta and Spitalla sites, this time investors were required to secure land rights themselves.

Out of 14 applicants, nine submitted valid bids, surpassing the quota with a total of 355.9 MW. However, the ministry set aside Voltalia’s 70 MW bid as a reserve, citing its offer of EUR 59.94 per MWh was too close to the ceiling price of EUR 59.97 per MWh and would exceed the quota.

The lowest bid was EUR 39.7 per MWh, with an average bid landing at EUR 51.3 per MWh. The support will be provided in the form of contracts for difference (CfDs).

The accepted projects are spread across the country, from Shkodra to Korça. Among the winners, Solar Park Gjorica, Infotelecom, and Adam Global Energy secured 35.6 MW at EUR 39.7 per MWh. The second-lowest bid of EUR 49.9 per MWh came from Aga Solar and Notus Energy for a 55.7 MW project.

Blessed Investment and Matrix Konstruksion won with EUR 51 per MWh for a 36 MW capacity. Seman SunPower, General Electric, and Agna secured 10 MW at the same price.

Smart Gynesh Energy, Smart Energy Group, and Erseka Solar were awarded two lots: 40.3 MW at EUR 53.53 per MWh and 20.2 MW at EUR 56.28 per MWh. JGA Consulting, Swiss Approval Albania, Eterna, and Gr Albania obtained 15.2 MW at EUR 54.7 per MWh. Solar PV, Gr Albania, Enterprise Albania, and RAB secured 29.13 MW at EUR 54.8 per MWh.

Lastly, a consortium including Eco Park Group, Birra Peja Vlorem Energy, Future Energy Trading, and Exchange Dynamic received a 15-year CfD contract for 41.8 MW at EUR 56.11 per MWh.
