A recent change in the wage coefficient for administrative workers in Serbia’s social services has left many earning below the national minimum wage, according to the ASNS union. These workers handle critical tasks, including managing sensitive documents, communication with citizens, courts, and other institutions, as well as operating key information systems.
Union representatives say the government should restore the previous coefficient and provide clearer job definitions, reflecting the responsibilities these employees shoulder.
Uroš Đorđević, ASNS secretary, explained that negotiations with employers and relevant ministries will be initiated to address the issue.
The wage reduction follows the October 2025 amendment to the regulation on public service pay coefficients, which lowered the coefficient for administrative workers with a Level IV qualification from 11.05 to 10.03. With the current base salary, this translates to around 65,478 dinars per month, approximately 2,786 dinars below the 2026 minimum wage. The union emphasizes that fair compensation is essential for these roles, which represent the first point of contact for social service users and involve high responsibility.
