NGO Warns: Serbia’s New Enforcement Law Fails to Protect Poorest Citizens

The A11 Initiative has warned that the proposed amendments to Serbia’s Law on Enforcement and Security, currently being fast-tracked in parliament, will not prevent the eviction of the country’s most vulnerable citizens.

The organization stated that the government has once again missed an opportunity to address deep-rooted issues of poverty, homelessness, and housing insecurity.

According to A11, the government’s narrative that the amendments will protect people from losing their only homes is misleading. The group argues that the new provisions fail to mention protection against administrative evictions, which disproportionately affect low-income families.

The initiative also highlighted flaws in the law requiring debtors to have registered residence at a specific address for at least five years to qualify for protection. This condition, they said, excludes many social housing tenants and residents of informal settlements. Out of 3.6 million housing units in Serbia, only 1.7 million are under 60 square meters, meaning that nearly two million homes fall outside the protection scope of the proposed law.
