EBRD Greenlights €200m Loan for Montenegro’s Key Motorway Link

A strategic leap for Montenegro’s infrastructure and EU connectivity

The European Bank for Reconstruction and Development (EBRD) has approved a €200 million loan to finance the second section of Montenegro’s Bar–Boljare motorway, marking a crucial step in the country’s most ambitious infrastructure project.

The decision, announced by the Ministry of Transport, signals that all technical, legal, environmental, and procedural benchmarks have been met.

The Mateševo–Andrijevica stretch, considered one of the most complex along the route, is now set to begin construction once a contractor is selected.

The EBRD’s support underlines its confidence in Montenegro’s transport ministry and broader government, while reinforcing the strategic importance of the motorway for regional integration and economic growth.

Officials call it a hallmark of responsible investment planning and a move toward a safer, modern, and EU-linked transport network.
