Advancing the EU Agenda: Key Steps for Western Balkans Integration

The European Commission’s latest Enlargement Package outlines both the progress and the reforms required for six Western Balkan nations on their path toward EU membership, marking a significant step toward the Union’s expansion

The European Commission adopted its latest Enlargement Package, mapping out the progress and future paths of Western Balkan nations towards EU membership. The detailed report assesses Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia, underscoring the socio-economic, political, and security advantages of expanding the Union.

Among key developments, Albania and Montenegro achieved significant strides, with Albania initiating the fundamentals cluster negotiations and Montenegro moving closer to closing additional rule of law chapters. Bosnia and Herzegovina, newly accepted into accession talks, garnered praise for legislative efforts and migration management. Meanwhile, Serbia is urged to intensify EU-aligned reforms and anti-disinformation efforts, while North Macedonia and Kosovo* focus on judicial reform and public administration improvements, respectively.

Each country’s progress, as emphasized by the Commission, relies on “merit-based” assessments, with a steadfast commitment to democratic principles and judicial integrity. 

The path to EU accession remains challenging, yet the Commission’s recommendations signal both progress and the need for continued reform across the Western Balkans. The decision now awaits the EU Council’s next steps to further the region’s integration into the Union.
