Montenegro is rolling out free public internet access across the country, with coverage set to reach 24 municipalities by September under the WiFi4WB initiative — a project backed by the European Union and the German government.
Public WiFi is already available in selected locations in Danilovgrad, Rožaje, Bijelo Polje, Ulcinj, Bar and Tivat, marking the first phase of a broader push to expand digital access across Montenegro.
The initiative is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) through the EU4Digital programme, with telecom operator One Crna Gora acting as the strategic partner responsible for infrastructure deployment.
Following its launch in Danilovgrad earlier this year, the project is expanding in phases, bringing free connectivity to public spaces and enabling easier access to digital services for both residents and visitors.

“Internet is now a basic social need,” said Branko Mitrović, CEO of One Montenegro, noting that the initiative strengthens both infrastructure and equal access to digital opportunities across the country. He also highlighted the importance of balanced regional development, particularly in the north, where improved connectivity can unlock new economic and tourism potential.
As the operator leading implementation, the company is focused on ensuring network stability, security and quality across diverse environments, added Drago Kažić, Commercial Director of Operations. He emphasized that the project contributes not only to infrastructure development but also to broader digital inclusion and societal modernisation.
