Montenegro Closes Key EU Chapter on Connectivity

Boost to EU integration as transport and energy networks align with European standards

Montenegro has provisionally closed Chapter 21 – Trans-European Networks, marking another step forward in its EU accession negotiations at the latest intergovernmental conference in Brussels.

The chapter focuses on aligning the country’s transport and energy infrastructure with EU-wide networks, strengthening connectivity and supporting long-term economic integration with the bloc.

Prime Minister Milojko Spajić said the move goes beyond infrastructure, highlighting deeper integration with the EU: “Our continent is becoming increasingly connected and united. In that sense, today’s step goes beyond networks themselves. It is about Montenegro and its citizens becoming more firmly woven into the fabric of the European Union.”

He added that, given Montenegro’s strategic position between the Adriatic and the Western Balkans, developing trans-European transport and energy networks remains a key national priority within the broader European system of mobility, logistics and economic integration.
